PPL Renewable Energy / Pennsauken Sanita

At the Pennsauken Sanitary Landfill Facility, in Pennsauken, NJ, we performed compliance emissions testing on three G3516 Caterpillar landfill gas-fired engines for VOC, VOC destruction efficiency, NOx, SO2, CO, and total particulate matter.  We also took a number of samples of landfill gas for rush analysis of hydrogen sulfide, BTU content, and gross gas composition.   SO2 emissions reported onsite to the client revealed values in excess of the permit allowable levels, creating a concern at several levels of management.  At the time of this event, the USEPA issued direct final amendments to emission control requirements for new, modified, and reconstructed stationary combustion turbines. Affected sources included landfills. With the knowledge of a changing regulation - an increase of allowable levels of SO2 from 0.06 to 0.15 lb/MMBTU, we were able to suggest to the client a permit modification with the NJDEP, thus increasing the permit level, avoiding subsequent penalties.
