Risk Management Plan (RMP)
Occupational Safety and Health Administration (OSHA) and the Environmental Protection Administration (EPA) regulate the operations of facilities that store or process regulated hazardous chemicals on site above thresholds that present imminent risk to employees and the community. OSHA's Process Safety Management (PSM) Standard and EPA's Risk Management Plan (RMP) Rule, along with a number of state level regulatory programs, require industrial process owners to develop and implement extensive performance-driven compliance programs for process management.
OSHA's PSM Standard requires businesses to develop, document and implement accident prevention programs to ensure employee safety. EPA's RMP Rule takes these requirements further to ensure pubic safety. Under PSM, facilities must identify and evaluate process hazards and develop operating and maintenance programs that will limit the likelihood of accidental releases. Under RMP, facilities must evaluate the potential to impact nearby communities and other industries and submit Plans for release prevention, mitigation and emergency response.
Avogadro's consultants also have extensive experience implementing and managing comprehensive workplace safety programs in small and large facilities. Our staff provides extensive first-hand experience in evaluating the potential consequences of toxic, flammable, and reactive hazards, developing comprehensive PSM and RMP accident prevention programs, and participating in process hazard analyses.
Consequence Analysis Services include using complex and simple computer models to estimate the concentration of toxics or thermal energy at various planning distances. Substances modeled have included: Chlorine, Chlorine Dioxide, Aqueous Ammonia, Anhydrous Ammonia, Ethyl Ether, Formaldehyde, Hydrochloric Acid, Epichlorohydrine Propane, Natural Gas and others.
PSM and RMP Program Auditing Services include using OSHA CPL 2-2.45A audit protocol and EPA RMP Audit checklists to certify completeness and accuracy of program elements. Our staff has participated in numerous Process Hazard Analyses (PHA) including What-If, Checklist, HAZOP and Structured What If Checklist (SWIFT) methodologies.
Our staff has developed, implemented and served as program manager for a number of PSM and RMP programs in a variety of leading industries nationwide. These services have included development of accident prevention program elements including: development of operating procedures, mechanical integrity and management of change programs, emergency response programs, incident investigation and management programs, and training programs to support effective implementation of regulatory requirements.
