Heidi Fleming is an Environmental Scientist II for Avogadro Environmental Corporation in the Consulting Engineering Department.In this role, Ms. Fleming participates in air permitting activities including emission inventories, equipment inventories, application development and submittal. She is also called upon to assist in the preparation of protocols and test reports for stack sampling programs and CEM certification projects.
Ms. Fleming prepares Annual Emissions Statements for clients in Pennsylvania (DEP Greenport), New Jersey (RADUIS) and Ohio (STARShip). She also prepares Excess Emissions and Monitoring Performance Reports (EEMPRs) for industrial clients in NJ. In addition to air quality reporting, Ms. Fleming manages residual and hazardous waste reports, Form R (NJ – RPPR) reports, and Tier II (NJ – Community Right to Know) reports for clients in a variety of industries.
Ms. Fleming assists in the development of Spill Prevention, Control and Countermeasure (SPCC) Plans, Storm Water Pollution and Prevention (SWPP) Plans, Accidental Discharge/Slug Load Control Plans (Spill Control Plans), and Pollution, Prevention, and Control (PPC) Plans for industrial clients. She also assists in the preparation of storm water discharge permit applications.
Ms. Fleming prepares and presents training materials for RCRA Hazardous Waste Management, DOT Hazardous Materials Management, Hazard Communication, SPCC, SWPPP, DPCC and Emergency Response Plans for industrial clients.
Supporting more strategic needs of our corporate clientele, Ms. Fleming has developed Environmental Management System (EMS) procedures, EMS training materials and National Environmental Performance Track (NEPT) applications.
Her formal training includes a Bachelors degree from Gettysburg College in Biology and Environmental Studies, with a focus on Environmental Science. She is currently trained in the OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER). She is also a certified Asbestos Air Sampling Technician in New York State. She has completed formal training on Air Permitting in New Jersey at Rutgers University.
