CEMS Services
The Code of Federal Regulations, Title 40, Part 60, Appendices B and F, specify requirements for design, performance, installation, and procedures for evaluating continuous emissions monitoring (CEM) systems. In July 1992, the EPA finalized 40 CFR Part 75, in which the design and operation of CEM systems are regulated specifically for the utility industry. Due to the SO2 credit trading system, 40 CFR 75 is more rigorous than Part 60. Avogadro has experience in providing the services to meet Part 60, Part 75, or Part 64 regulations.
The final CAM rule (40 CFR 64) and the Title V regulations (40 CFR 70, 71) require annual / semi-annual compliance certification. Utilizing real time monitors, Avogadro has established a cost-effective, surrogate, process-parameter program, to perform annual compliance certifications with confidence.
Avogadro offers a complete range of CEM services which are outlined below:
- Equipment Specification / Installation and Start-up
- Preparation of Equipment and Test Protocols
- Preparation of Quality Assurance / Quality Control Plans
- Initial Performance Evaluation / Certification
- Quarterly and Annual Audit Services including Cylinder Gas Audit (CGA), Calibration Error Testing and Relative Accuracy Test Audit (RATA)
- Continuous Opacity Monitoring System (COMS) Auditing
- Annual Maintenance and /or Data Handling Services
- CEM System Data Quarterly Reporting including EDR Reports
- Routine and Emergency Troubleshooting and Repair Services.

The number of pollutants that can be monitored by commercially available CEM systems is limited. The USEPA and the private sector are currently developing new techniques to meet the new monitoring requirements outlined in the 1990 Clean Air Act Amendments. Avogadro's management approach includes efforts to maintain state-of-the-art monitoring capabilities.
Avogadro currently operates four mobile laboratories that house instrumentation used for emissions testing and CEM system auditing.
